Approved the project of law of the Terrestrial Digital Television

The Congress approves the Law of the TDT and with her it abre the doors to the new analog channels and it as well gives to a quality jump fomenting pluralism and locating the call analogical blackout in 2010

The law has been approved without the amendments introduced thanks to the majority of the Popular Party in the Senate.

In the text the date of 2010 like limit for the analogical blackout recovers, that in the Senate had been advanced to 2008, and an article regarding the broadcasting is gotten up, that had disappeared in the text of the Senate.

The unique approved amendment, that already she had been transaccionada in the Senate, is the incorporation of a new article that grants to the independent communities new a multiplex one (four programs) and recognizes the competitions of these in the regime of management of these channels.

Change of radical conception

The transit of the analogical televisions to the system of digital diffusion will suppose a greater quality of image and sound, the increase of the number of channels and the access to numerous interactive services like the connection to Internet.

The approved norm today establishes that all the televisions leave the analogical system of transmission and emit all digitalis programs at the beginning of 2010 and suppresses the limit of three concessions of deprived television of state scope to extend the supply up to 22 channels in open and gratuitous.

With respect to the broadcasting, the law indicates that no physical or legal person will be able to control more of 40% of the existing concessions in the scope of a community, nor more of a third of the set of the concessions of the broadcasting service in all the State.

The approved measures were raised at the end of 2004 by the Cabinet to drive the terrestrial digital television, and were received from way different by the political parties and mass media.

Whereas the PSOE defended that a greater supply of television operators will favor informative pluralism and the enterprise competition, the PP demanded to the Government dialog with all the political forces, the Independent Communities and the sector.

In the scope of the communication, Antenna 3, Telecinco and other mass media rejected the audio-visual legislative modifications of the Government by “imprecision” and “favoritism”, whereas the Godó Group and the Group HASTE showed their surprise by the “informative manipulations” realized by these means.

The irruption in Europe of the terrestrial digital technology in the television in the middle of the Nineties was perceived like an alternative that offered infinite possibilities of application.

In the absence of a law that defined the frame of the new audio-visual technology, the model of terrestrial digital television (TDT) was designed in 1998 by the Ministry of Public Works and the Economy through a real decree and a ministerial order.

The Government adjudged in 1999 the first concession of terrestrial digital television of payment to I want TV, that he failed in 2002 due to financial and operative difficulties.

In 2000 he granted to the two licenses of state scope to Net TV, partnership led by Vocento, ABC publisher and Veo TV, managed by Calm, publishing of Expansion and Mark, and Unedisa, publisher of the World, that began their emissions in June of 2002.

Nevertheless, the development of the TDT stopped by the price of the decoders, a supply of programming of low cost and the absence of hearings.

The TDT is a system of diffusion of audio-visual signals that it transmits codified information digitally.

With the terrestrial system, the transmission of the emissions is not carried out through satellites but of very powerful repeaters that emit the signals.

The Terrestrial Digital Television supposes a jump of quality with respect to the analogical television because it allows one better tuning of channels and one quality of clearer image.

One of the applications of the digital emission is the absence of interferences, the signal arrives always clear and without fog.

With the digital receiver, the channels are tuned of automatic way and they do not need adjustments. In addition, the images of digital television are transmitted in a format of 16:9.

Thanks to technology MHP (platform multimedia of the home) the users of digital television can accede to numerous interactive services like the connection to Internet, the access to the banking services and the electronic commerce.

Nevertheless, the arrival of the new system has the cost to renew the 26 million televisions.

The conventional apparatuses of the users do not interpret the digital emissions and to be able to tune them the users they will need to acquire a new digital television or to incorporate a decoder to the present receivers.

The collective antennas also will have to adapt. The unique requirement to be able to install the digital receiver is that the television has a euroconector entrance.
