Between them there is the journalist Luis Fernández, who will be the president of the public enterprise. There is no return, there is opened a new age that leaves behind the extinguished public entity, a historical step that different Governments tried to realize and that always remained hanging. The economic book-keeper will mark zero, since the debt-7.800 millions - moves to the State, at the time that the law will prevent the return to the indebtedness.

New steps stay to reach the reform, as the law marks, between them to clear the suspense on publicity limitation in channel TVE. Although the new law establishes that the publicity will have «additional restrictions» to 12 minutes for hour that are current for all the chains, in the Government they have not cleared the doubts about this decrease, to which the Executive committed himself with the private operators. The RTVE budget for this year amounts to 1.209 million euros. Of this quantity, 436 millions correspond to the direct subsidy of the State, while 768 millions will be received across publicity and other commercial income.

The projecting general manager, Carmen Caffarel, referred recently to a "qualitative" reduction in programs of public service, like infantile or projection of European movies. In the same sense they are pronounced in the socialistic lines, although the contract - program will clear doubts about the need for the public chain to resort to the publicity.

The change takes place three years after Caffarel began to design this reform; while, the Parliament was proceeding with the law of the radio and the state television, approved last May 11. The plan of sanitation and the regulation of employment imposed by the Government as necessary exit to subsidize the public group was realized successfully since more than 4.150 due personnel joined the ERE.
