Although the Department of Industry speaks about more than two million decoders of sold TDT, it looks like a reality that the spectators prefer to keep on watching TV of conventional form, despite not gaining access this way to the channels that are not provided with license in analogical.

The Department of Industry imputes this spectators' absence to a few mediocre contents, although the operators for his part think that the Department also should do more to promote the TDT. So that the operators improve his contents, the Department has started a threat that consists of establishing conditions to the second stage of authorization of licenses.

As they gather in Five Days, between the conditions for the authorization of a license to express in terrestrial digitalis there was the fact of expressing "a novel, innovative and differentiated programming" with regard to his reply in analogical.

This it was joining the one that the emission had to count with contents and interactive services, something that, according to the State Department of Telecommunications and for the Information society, is not fulfilled at present.

If the Department of Industry was determining the automatic licenses allocation to the fulfillment of these premises, the Spanish television panorama might change important form.
