These services that at first they were going to include in the Law of Measurements of the Impulse of the Information society, will be regulated in a different law and with the corresponding regulation.

Of there is approved the draft of law, to which it has had access EFE, in his current writing, one would apply to the radio services for satellite, of television in mobility (for mobile, portable and other devices) both for satellite and of terrestrial digital television.

It makes clear that of this law is excluded from the transport of the sign that will adhere to the legislation of the General Law of Telecommunications that establishes that the frequencies are granted by contest.

Both the radio and the television in mobility will lend in diet of free competition, without number limitation, in accordance with the conditions that the Government establishes in a regulation.

The draft indicates that, in principle, the requisites to obtain the authorization to give the service will be to have nationality of the state of the European Union or of a country that recognizes this right after the Spanish citizens; to have domicilialización in Spain, well proper or across a representative and not to have been sanctioned in three years by an infraction that has prepared cancellation of the administrative authorization.

The authorizations will be granted by an indefinite term, they will be transmissible in the conditions that the regulation establishes and they will be able to be cancelled by very serious absence.

The very serious infractions will be able to be sanctioned by fines of between 60.000 to a million euros and the sanctions imposition will be a competition of the State Department of Telecommunications and for the Information society.

The draft indicates that it will be the department of Industry the one that grants the administrative authorization, if the emission is state or the Autonomous region if it is his emission is low, but the Commission of the Market of the Telecommunications will have to have steadfastness of these records.
